According to the Tang Code in Six Departments, the Taiyi and Leigong systems among the ancient three divination methods were strictly prohibited from private possession by the general public, with only the Liuren system permitted for use by lower-level officials and commoners. This demonstrates that advanced divination was, in ancient times, effectively a heavily regulated strategic decision-making tool under strict state control.
